Sync Candidates to LinkedIn When Added Via Automatic Resume Parser

We fixed an issue where candidate records created via the Automatic Resume Parser (ARP) failed to sync to LinkedIn RSC, despite the required consent having been captured. Candidate records parsed through ARP now sync to LinkedIn RSC as expected, restoring visibility into newly-added candidates.
